Hongkong, 18th November, 1914.

Sir,

I am directed to acknowledge the receipt of your letter of the 5th instant covering applications from eight German prisoners of war, named in the margin, to be permitt- ed to leave the Colony on the ground that they are not liable to Military Service with the Germany Army.

In reply I am to inform you that Mr. Binder was released on the 5th instant on the ground of ill health and deported from the Colony; and that after a careful consider-

ation of your letter under reply and its enclosures the

General Officer Commanding cannot see his way to entertain

the applications of the others.

gd.

I am, etc.

CLAUD SEVERN

Colonial Secretary -

The Consul-General

for the United States of America,

Hongkong.
